How do I transfer to UCSB for Winter 2011 from a community college?

I’m currently in my first year at a community college and I am planning to finish 60 units in a year and a semester. Do I apply this year for Winter 2011?
Please tell me the process.

basically you apply during the application filling period
i know the fall application is due end of this month or end of november but for winter its probably around june 2010
but due to the budget crisis, i doubt that there will be winter applications or even springs
